Key Milestones

1972


SAFRA was inaugurated on 2 July by Dr Goh Keng Swee, Defence Minister. First temporary clubhouse at former Norwegian Seamen's Mission Home at Prince Edward Lane. Membership was just 1,904.

1974

SAFRA 1st AGM was held on 4 August at Pasir Ris Park.

1975


The 1st permanent club, SAFRA Toa Payoh costing $2 million was officially opened on 19 February by Mr Lee Kuan Yew, Prime Minister. Membership size leapt to 32,700.

1976

SAFRA news tabloid became a full-fledged newsletter and was renamed "Reservist".

1978

SAFRA logo was unveiled. The 4 wings of the logo signifies integration of the 4 races and the sports, educational, cultural and social arms of SAFRA. The colour red signifies patriotism.

1981

SAFRA became financially independent.

1982


The 2nd club, SAFRA Bukit Merah costing $9 million was opened. SAFRA Recreational Centre ceased as it no longer conformed to SAFRA's image and orientation.

1983

A partnership was established between SAFRA and SAF reserve formations to promote unit cohesion.

1984

A tour of Chartered Industries of Singapore and Paya Lebar Airport were organised as part of National Education. Other activities have been organised since to instill greater defence consiciousness amongst reservists.

1985

Executive Committees (EC), comprising reservists were formed to manage each SAFRA club.

1986


SAFRA's Singapore River Carnival to promote unit cohesion and in support of the Merlion Week, made headlines. It marks the start of SAFRA's involvement in national level projects.

 

Spouse membership was introduced, signifying SAFRA's readiness to cater to members' families.

1987

1st SAFRA Awards Presentation was held to recognise deserving volunteers and corporate supporters.  

SAFRA organised its first full charter flight to Phuket for about 200 members and their families.

1988

The 3rd club, SAFRA Tampines Club costing $11 million was opened by Mr Goh Chok Tong, First Deputy Prime Minister and Defence Minister.

SAFRA organised the first-ever Swing Singapore 88, closing Orchard Road for the first time for 250,000 people to celebrate National Day. Several Swing Singapore street parties have been organised since.

SAFRA organised "Strategy" TV quiz show and "Policy Gaming" to help develop reservists' thinking and planning abilities. 

1989


SAFRA pioneered the sport of rock-climbing with the set-up of two rock-climbing walls at Bukit Merah and Tampines Clubs; the 1st of its kind in Singapore. The 1st Nationwide Rock-Climbing Competition was organised by SAFRA in 1990.

SAFRA 1st affinity credit card was introduced with DBS.

The "Reservist" news magazine was repositioned as a lifestyle magazine.

1990

RECORD I (Committee to Recognise the Contribution of Reservists to Total Defence) chaired by BG (RES) George Yong-Boon Yeo, Acting Minister for Information and The Arts was formed.

SAFRA Discount Guide and 1st shopping fair were launched. It underscored the start of SAFRA's drive to offer members good value, benefits and privileges.

1991

Junior membership was introduced to further promote family togetherness.

SAFRA Toa Payoh was re-opened after an extensive $4-million renovation.

1992


SAFRA organised its 1st Sheares Bridge Run in support of the National Healthy Lifestyle Campaign. The event has since been organised annually.

1993

A Memorandum of Understanding (MOU) was signed between CDANS and SPANS and SAFRA to allow members reciprocal use of respective clubhouses.

The 1st reservist was appointed to chair the Executive Committee of SAFRA Tampines, consistent with SAFRA's philosophy of involving more reservists in club management.

1994

The term "Reservist" was changed to "Operationally Ready National Serviceman" (NSman). SAFRA and the "Reservist" magazine were renamed "SAFRA National Service Association" and "NSman" accordingly.

SAFRA Resort & Country Club, a RECORD I recommendation, was officially opened on 13 March, by Prime Minister Goh Chok Tong, together with past Defence Ministers Dr Goh Keng Swee, Mr Lim Kim San, Mr Howe Yoon Chong and the then Defence Minister Dr Yeo Ning Hong. 

SAFRA Radio's English station, Power 98 FM, was launched. It marked SAFRA's foray into broadcasting.  

A new Annexe was added to SAFRA Toa Payoh while Bukit Merah Club's indoor rock gym, Singapore's first, was opened.  

Free membership was offered to full-time NSmen (NSFs) to recognise their contributions to national defence.  

1995

SAFRA Radio's Mandarin station, Dongli 88.3 FM was launched.

For the first time, all club Executive Committees were headed by NSmen. 

SAFRA supported local soccer through the SAF Football Club in the S-League.  

The 1st SAFRA chartered cruise was organised for 1,800 members and families to Port Klang / Penang on board Star Aquarius.  

A newsletter was introduced for each club to boost communication with members.  

1996


Toa Payoh Annexe housing MegaGym (one of Singapore's largest indoor gymnasiums) and other facilities was officially opened on 26 May by RADM (NS) Teo Chee Hean, Minister for the Environment and Second Minister for Defence.

The fourth club, SAFRA Town Club at Wheelock Place was officially opened on 12 July by Dr Tony Tan, Deputy Prime Minister and Defence Minister, to cater to NSmen working in the CBD area.  


SAFRA 'Runway Cycling', the 1st national level mass cycling, was organised at Paya Lebar Air Base.  

SAFRA Website was launched for communication with members via cyberspace. 

SAFRA acquired four villas at Bintan and three apartments at Batam to meet members' vacations needs.  

1997

A club logo was designed for each SAFRA club to forge a distinct identity.

1998

For the first time, a SAFRA volunteer, was conferred a National Day Award, the Public Service Medal (PBM) for significant contributions to SAFRA.

1999


SAFRA organised the Millennium Swing Singapore for 400,000 Singaporeans to mark the turn of the new Millennium. 

The new $6-million three-storey annexe at SAFRA Tampines was opened in Oct.

2000

The NSman Charity Drive – "NSmen with a Heart" spearheaded by NSmen volunteers to promote community involvement amongst NSmen successfully raised $1 million for Movement for the Intellectually Disabled of Singapore and The Spastics Children's Association of Singapore.

2001


The 5th club, SAFRA Yishun Country Club, a Record II recommendation costing $28 million was officially opened by Dr Tony Tan, Deputy Prime Minister and Defence Minister, on 19 April.

SAFRA successfully achieved ISO 9001: 2000 certification on 6 Aug.

SAFRA's membership stood at 220,000.

2002


A Time Capsule to mark SAFRA's 30th Anniversary was sealed and will be opened on SAFRA's 60th Anniversary. 46 items symbolizing key facets of SAFRA's growth were sealed within.

SAFRA website was revamped in April 2002 with an enhanced layout and on-line services introduced for payment and booking of facilities, activities and courses.

On SAFRA’s 30th birthday on 2nd July 2002, the past presidents of SAFRA joined new president, Mr Cedric Foo, for a toast with more than 300 volunteers and staff.

SAFRA organised Singapore’s largest indoor dance party “Watts Up” with overseas DJs and local acts entertaining the party-goers.


The 6 year-old SAFRA Town Club bowed out of Wheelock Place in November to make way for a new 6-storey club at Carpenter Street. The new SAFRA Town Club, a premier lifestyle club was officially opened in December by Dr Tony Tan Keng Yam, Deputy Prime Minister and Minster for Defence. The 30th Anniversary commemorative publication, Without Reserve, was launched at this event.

In December, SAFRA was awarded the People Developer Standards (PDS) for systematically developing and training staff to their fullest potential.

2003

In line with the recommendations of the SAFRA Review Committee, membership was restructured to align itself more closely to its mission of recognising the contributions of active SAF NSmen to national defence.

The membership card was given a new look with a feature that allows for participation in safrapoints, a scheme introduced to recognise and reward members’ loyalty and active participation.

SAFRA embarked on a branding campaign to reach out to younger NSmen. Engaging various means including the use of mass media, the exercise aims to reach out to NSmen, edifying them on all the good deal SAFRA has to offer and cementing the bond among NSmen to build camaraderie.

SAFRA's rewards programme safrapoints was launched in April. It is a programme that recognises members' active support and patronage. Members can accumulate points to redeem attractive lifestyle products, services and discounts vouchers.

SAFRA organised the World Cyber Games (Singapore Finals) in August. Aimed at promoting cyber gaming among younger NSmen, the tournament saw over 1,000 participants competing in six of the latest and most popular games for some $15,000 worth of cash prizes. The winners also represented Singapore in the World Finals, held in Seoul, Korea in October.

2004

SAFRA conducted a pilot trial of the Individual Physical Proficiency Test (IPPT) for NSmen at the gyms at Tampines and Toa Payoh in January. The trial offers NSmen greater accessibility and a wider choice of locations to take their IPPT. It also encourages NSmen to embrace a fitness culture where staying fit and keeping healthy becomes a way of life. Positive testimonials from NSmen were received for the trial programme. 


A string of activities were organised in February to commemorate Total Defence Day. One of the highlights was the ‘Sketch & Pledge’. More than 2,000 Singaporeans, including President of the Republic of Singapore, His Excellency, S.R Nathan, expressed their thoughts and appreciation to the Nation on ceramic tiles.

The branding campaign entered its second phase adopting a more call-to-action tactic to drive membership acquisition and to further position SAFRA as a place for all NSmen.


Over 60,000 runners were flagged off at the Esplanade Bridge, a new start point for the 12th Sheares Bridge Run & Army Half Marathon. Threading through Shenton Way, across the Benjamin Sheares Bridge and along the Marina Promenade waterfront, this new route has given a fresh flavour to this signature event.

The National Service Unit Liaison Committee (NSULC) has been renamed the SAF-SAFRA Strategic Partnership Committee to reflect the renewed partnership between the two agencies. Both the SAF and SAFRA will leverage on each other’s strengths to build cohesion and deliver a positive NS experience.


In Nov, SAFRA MegaGym took on a whole new image and was renamed EnergyOne. The new name - ‘Energy’ reflects the lifestyle, vibrancy and fun atmosphere of the gym. ‘One’ is the gym’s vision to be the number one fitness centre for NSmen, their family and friends. The gym also adopted a new tagline ’Fitness and Beyond’ to reflect a gym that offers total wellness of body and mind, coupled with in-demand lifestyle activities for members.

SAFRA Bukit Merah was closed for operations on 31 Oct 2004 after 23 years. Members started to use the new club at SAFRA Mount Faber on 1 Nov 2004.


The inaugural SAFRA Heritage Gallery was set up at level two of the new SAFRA Mount Faber Club. It consists of static displays and an interactive component to recount SAFRA’s development and key achievements over the years.

SAFRA is proud to be the venue sponsor for the 40th anniversary edition of the AMF Bowling World Cup in Dec at SuperBowl SAFRA Mount Faber. With a record high participation from 95 countries, world-class bowlers including local bowler Remy Ong competed at the 34-lane SuperBowl.

The four individual club newsletters were integrated into one, making new waves for a whole new HYPE. Starting from Dec, members can look forward to bite-sized exciting updates and happenings from all the SAFRA Clubs.

2005

SAFRA donated over $40,000 in the nation-wide effort in helping the Asia earthquake and tridal waves victims. Red Cross tins were also placed strategically at all SAFRA Clubs to appeal to all our members to support the efforts. 


SAFRA Mount Faber was officially opened by Prime Minister Lee Hsien Loong in March 2005. The new clubhouse replaces the 22-year old SAFRA Bukit Merah.


In November, the $1.7 million SAFRA Adventure Sports Centre was opened, marking a new milestone to launch SAFRA Yishun Country Club into an adventure hub which is the iconic flagship for the club.

2006


SAFRA organises the first SAFRA AVventura, an adventure race held in the north of Singapore.

2007


Groundbreaking begins, commencing construction of a new SAFRA Club at Jurong West. Once completed in 2009, it will be one of SAFRA's six Clubhouses in the north, south, east and west of Singapore, ensuring members are well-served all over the island.

SAFRA Tampines was re-branded and launched as a
Sports Hub following an extensive upgrade.
It now offers a new 11-a-side astro-turf soccer pitch and four
international size futsal pitches.

In March 2007, Dongli 88.3FM was relaunched as 883JiaFM.
It is the only station in Singapore that features a bilingual mix of Chinese and English songs.


SAFRA Mount Faber and SAFRA Yishun Country Club were accredited the Pro-Family Business Mark by the Ministry of Community Development, Youth and Sports. This reflected the endorsement on our clubs’ practices,
facilities and activities that promote family togetherness.


‘Fuse’ – SAFRA’s first micro club was launched in December, offering clubbing privileges to and
club-goers which include free entries to renowned clubs and special drinks.

SAFRA launched a six-month long celebrations commemorating SAFRA’s 35th Anniversary.

2008

SAFRA Town Club began renovations in March to convert it into Game Haven,
an e-gaming lifestyle hub that comprises of a mass gaming area, internet chat rooms, chill-out cyber lounge,
themed F&B facilities, cafe and retail concept stores.

In order to stay relevant to NSmen, SAFRA embarked on a re-branding campaign to keep pace
with the lifestyle needs of NSmen, especially young NSmen, with a series of new initiatives.


SAFRA collaborates with Golden Village to set up
MovieMax at GV Tiong Bahru– a ‘home’ for movie lovers.
With the exclusive partnership which is the first of its kind in Singapore, members can enjoy extensive movie privileges.


The inaugural Keppel Offshore & Marine Quadthlon was organised by SAFRA Tampines.
It was the first such event in the world that incorporated swimming, in-line skating, cycling and running as its core disciplines.
